Local News

Police statistics show that the number of deaths due to illegal racing increased sharply in the Sungai Buloh district between January and August this year.

Sungai Buloh District Police Chief, Superintendent Mohd Hafiz Muhammad Nor said, “So far, 11 motorcyclists have been reported dead as a result of racing activities with seven investigation papers opened compared to the same period last year when three motorcyclists died and three investigation papers were opened.

This increase is very worrying. Therefore, parents or guardians must be sensitive and careful in controlling their children’s activities.

Especially minors, especially at night so that they don’t get involved in any illegal racing activities that can threaten and take their lives and endanger other road users.

According to him, underage motorcyclists and guardians can be charged according to Section 39 of the Road Transport Act 1987 which is the offense of underage driving and allowing others who do not have a driving license.

If convicted, a fine not exceeding RM2000 or imprisonment not exceeding six months or both will be imposed.

Parents can be subject to action according to Section 31(1)(a) of the Children’s Act 2001 which outlines offenses involving abuse, neglect, and abandonment or exposure of children.

They can be fined a maximum of RM50,000 or jailed for 20 years or both if convicted,” he said.

Mohd Hafiz said in this issue of illegal racing, the community also needs to play a role by being the eyes and ears of the authorities, especially the Royal Malaysian Police (PDRM) in efforts to eradicate the activity.

He said this regarding a case in which two 13-year-old boys died due to a collision while they were pulling wheelies. The incident happened at Jalan Elmina Business Park, Aman Putri, Sungai Pelong, Shah Alam, last night.

The police conducted an Ops Samseng Jalanan (Road Thugs) at the Ulu Yam “circuit” yesterday (Sunday, 11 August 2024). As a result, 40 summons were issued for various offenses.

The police found that some individuals who drive supercars and ride high-capacity motorcycle often use Jalan Ulu Yam-Sungai Tua, Batang Kali as a place to test the potential of their vehicles.

The operation carried out by the Traffic Investigation and Enforcement Division (BSPT) of the Hulu Selangor District Police Headquarters (IPD) from 7 to 10 in the morning saw a total of 40 summons issued for various offences.

Hulu Selangor District Police Chief, Superintendent Ahmad Faizal Tahrim said the operation was held to curb and prevent traffic offenses in the area involved.

“Among the offenses committed are cutting on double lines, not obeying the speed limit, not having a driver’s license and using a mobile phone while driving.

“However, there was no seizure and no driver was arrested in this operation,” he said when contacted.

Ahmad Faizal said, monitoring found that Jalan Ulu Yam Bharu-Sungai Tua was the focus of a convoy of drivers and motorcyclists with some driving dangerously.

“So far, the police have not received any complaints of racing parties, but they will monitor from time to time.

“Drivers and motorcyclists are reminded to drive their vehicles as best as possible, obey traffic laws and not take themselves too seriously,” he said.

Three policemen were arrested after it was discovered that a Yamaha RX-Z was missing some components. The motorcycle was in the case goods store at the Kemaman District Police Headquarters, Terengganu.

Kemaman District Police Chief, Superintendent Hanyan Ramlan, said the suspects were between 26 and 32 years old.

He said all the members involved were arrested last Tuesday after an investigation found that there were several motorcycle engine components missing from the storage store involved.

“We then conducted an investigation before arresting all the suspects for further investigation.

“Further investigation found that two suspects have the same type of motorcycle and are big fans of RX-Z motorcycles,” he said.

Two of the suspects were brought to the Criminal Court for an application for remand today, but the application was rejected on the grounds that they are still police officers who can be called at any time. The court has also allowed both suspects to be released on bail.

However, Hanyan said his party will prepare investigation papers immediately and refer to the Deputy Public Prosecutor for further action.

Malaysia’s Minister of Transport, YB Anthony Loke said that at least one in thirteen heavy vehicle drivers were found to be positive for drugs.

He also said, “In the Commercial Vehicle Special Operation from August 1 to August 4, a total of 21 drivers were found positive for drugs as a result of the urine test screening of 276 commercial vehicle drivers.

“We do not compromise with drivers who are not competent in operating commercial vehicles and public transport,” he said.

Therefore, his ministry wants to reform Act 333 (Road Transport Act 1987) in order to include stricter punishments for drivers who drive under the influence of drugs.

This is because the existing law is not strict enough in punishing drivers who take drugs, because the suspect cannot be prosecuted if he is not involved in any accident.

However, said Loke, if a driver is tested positive for drugs during a roadblock operation, only his license will be be suspendedin accordance with Section 36.

“The ministry is currently in the process of amending Act 333 but we see that there is concern in the use of drugs by drivers of commercial vehicles and based on the current punishment, we do not want to wait for accidents to occur due to the behaviour of these drivers.

“So it is necessary for the ministry to stop the activity of taking drugs while driving and I myself will discuss further with ministry officials and legal officials to see this matter from a stricter legal aspect,” he said.

“I don’t accept the term casually taking drugs while driving, because the effect is the same as those who are drunk, i.e. they will hallucinate and can affect driving, including speeding.

“These people may be using drugs to stimulate long-distance driving,” he said.

Meanwhile, in the Special Integrated Operation of Tourism Vehicles and Public Service Vehicles (Tourist and Express Buses) held from 2nd to 31st July, a total of 19,456 vehicles have been subjected to action.

“Out of that number, 667 vehicles were prosecuted, with 14 of them confiscated.

“As a result of the inspection of 2,547 sightseeing and express bus drivers, a total of 26 drivers were also screened positive for drugs,” he said.

A group of resident bikers chased a hearse due to a misunderstanding. (Picture is for illustrative purpose only.)

A video recording of the incident has gone viral on the TikTok app. The video shows a group of residents in an area of Kajang chasing the hearse, because they wrongly believed that the driver had stolen it and was involved in a burglary case in the district.

Kajang District Police Chief, Assistant Commissioner Naazron Abdul Yusof, said the 35-year-old man who was driving the hearse had made a report regarding the incident at 3.58pm yesterday.

@hmetromyVan jenazah yang dipandu laju dan dikejar sekumpulan lelaki bermotosikal sehingga tular di media sosial bukan dicuri atau terbabit kes pecah rumah seperti didakwa.♬ original sound – Harian Metro

“The man drove the hearse to a residential area in this district to be delivered to a mechanic, but got the wrong address. He had to drive slowly to find the correct location.

“His act of driving slowly caused a misunderstanding until he was stopped by a group of men who accused him of driving a stolen vehicle and being involved in burglary cases in the area,” he said in a statement today.

He said that the group of residents involved allegedly tried to attack and chased the man with wooden and metal weapons, causing the driver to flee with the hearse.

“A police check found that there was no report of missing hearse, and even the nazir of a mosque confirmed that he gave the van to the man to be repaired,” he said.

He said the case was investigated under Section 506 of the Penal Code for criminal threats and Section 233 of the Multimedia Communications Act 1998, due to a viral video that caused annoyance to the public.

Naazron advises the public not to speculate or make untrue statements on social media, especially those that may cause confusion or disturb public order.

“Strict action will be taken against any individual who tries to spread false information and news,” he said.

The Ministry of Transport has issued an official statement saying that the B2 to Full B license transition program has been approved. It will start on October 1, 2024.

The B2 class license limits riders to motorcycles of no more than 250cc, a B1 class license limits riders to no more than 499cc, and a B class license (often referred to as ‘Full B’) allows riders to operate motorcycles of all sizes.

However, this transition of the Malaysian Driving License (LMM) for Motorcycles is subject to several conditions, including attending and passing the adaptation program for motorcycles 500cc and above at a driving institute.

As such, it does not mean that a motorcyclist who holds an existing class B1 or B2 license can convert it to class B class automatically.

The conditions are:
  • Individuals must have held B1 and B2 licenses for at least 10 consecutive years.
  • The applicant must be free from any blacklist, outstanding summons, transaction restrictions, record of conviction for similar offenses or any pending matter under Act 333. (Act 333 is under the supervision of the Road Transport Act 1987, regarding the offence of dangerous, reckless driving, and being under the influence of alcohol and drugs, and causing death or injury.)
  • Confirmation of healthy body, physical, and mind.
  • Attend and pass the transition and adaptation program for motorcycles 500cc and above at the driving institute. The program involves practical riding work, safe driving information and large motorcycle driving information for 2 hours.
  • And finally, confirmation of the ability to operate a large motorcycle by a Certified Training Officer at the driving institute.

The service charge for this program is RM160.

Apart from that, the B1 class motorcycle license will be combined with the B class.

Conditions:
  • There will no more programs for B1 license starting October 1, 2024.
  • Existing B1 license holders must undergo the transition program above if they wish to convert their license to class B.
